The following letter of request was approved by a majority of Grandview Silver Spur residents for transmittal to the Rancho Palos Verdes Public Works Department and the City Council. The letter is scheduled to be transmitted, along with signature page of approving residents, on June 4, 2003.

RE: Utility Improvement Project (Assessment District) for Grandview Silver Spur

Dear Mr. Allison:

Grandview Silver Spur Neighbors is an un-chartered group of residential owners within the Grandview development that are collectively advocating that the City of Rancho Palos Verdes establish an Assessment District to underground the aerial utilities in our neighborhood. Please see attached map for our neighborhood area of interest.

As residential parcel owners within the Grandview Silver Spur neighborhood, we hereby petition the City of Rancho Palos Verdes to commence the process of establishing an Assessment District for the express purpose of undergrounding the aerial utilities of our neighborhood.

We understand that the process of establishing an Assessment District may be lengthy. It includes appropriate planning by the Public Works Department, public hearing(s), a submission of a city petition to each residential owner for consideration, and submission of a proposed project plan by public works to the city council for final disposition. Submission to the city council assumes a consensus of the project by a majority of Grandview Silver Spur owners and the Department of Public Works.

Some of our neighbors have advocated undergrounding utilities for nearly forty years. Our surveys indicate there is a clear neighborhood majority advocating that the city implement a utility project as soon as possible. We request your due diligence in processing our application. Although we are not a chartered owners association, we individually and or collectively offer you our assistance in the project if you so request. The undersigned owners of residential real property within the Grandview Silver Spur Neighborhood concur with the request to the City of Rancho Palos Verdes to commence the process for establishing an Assessment District as described in the above letter, dated May 7, 2002, to the Director, Department of Public Works, City of Rancho Palos Verdes:

 

 

 Signature page of owners requesting a Utility Improvement District shall be presented with above letter to the Rancho Palos Verdes Public Works Department.
